UX (user experience) design focuses on the overall flow, structure, and logic of a product — how easy it is to accomplish a task. UI (user interface) design focuses on the visual layer — colours, typography, components, and the look of every screen. Both work together: good UX without good UI can feel functional but dull; good UI without good UX can look beautiful but be frustrating to use.
As early as possible — ideally before development begins. Fixing UX problems in code is significantly more expensive than fixing them in a prototype.
